Telecom Network Engineer II – Hybrid

JOB TITLE: Telecom Network Engineer II
Duration: 6 month -contract to hire
Location: San Diego, CA- 70% remote. Must be available to go onsite at hospitals or facilities to troubleshoot and interact with customers directly.
Rate: $55-60/hr on Vendor W2
Salary upon Conversion: $145-179K (max)

Candidate MUST live in San Diego.

CLIENT OVERVIEW: As the largest hospital system in the San Diego, California area, Sharp HealthCare wants to remain on the cutting edge of health care delivery. Founded in 1955, the system is owned and operated by the San Diego Hospital Association. The network includes four acute-care hospitals and three specialty hospitals (for a combined total of almost 1,850 beds), as well as three medical groups and six urgent care facilities.

Minimum Experience Required:

7 Years Experience designing, implementing, managing, and supporting Local Area Networks and Wide Area Networks that include support of a heterogeneous distributed desktop computing environment comparable to SHC’s.
Provide technical support of the data communications network at our client to allow for the effective and efficient use of distributed computing resources while maintaining high levels of customer satisfaction.

JOB RESPONSIBILITIES
Practices and Policies
Consistently complies with our client’s practices, policies (e.g., attendance, patient safety, identifying and reducing unsafe practices), and procedures. Abides by ethical standards set in our client’s handbook.

Regulatory Requirements
Completes and maintains all regulatory requirements including licensing and certification, and other mandatory training within established time frames. Submits documentation 2 weeks prior to evaluation or as appropriate. Requirements may consist of, but are not limited to TB Testing, Safety Test, Compliance Training, HIPAA Training, Licensing and Certification.

Patient/Customer Satisfaction
This standard is mandatory for those employees who have direct patient contact and may only be measured using an entity, department, unit, or specific question Press-Ganey score. A patient satisfaction or customer service standard may be developed for non-direct patient care employees at the manager’s discretion.

Essential Functions

• Leadership
Exercises leadership role with staff and clients to promote customer satisfaction and staff development. Provide guidance and direction to junior staff regarding work performance and business operations.
Mentors other staff members and teams regarding applications and business operations as it relates to the system.
Trains new IS staff in system functions and operations in order to maximize user effectiveness and utilization of systems and ensures staff is cross-trained on multiple applications and systems as required.
Reviews the need for refresher or update training at least once annually and provides or coordinates training as required with management.
Independent worker with ability to make sound judgments based on a wide spectrum of distinct issues and work with no supervision.

• Network administration
Installs and configures system software and associated application tools related to network administration ensuring operating system and layered product versions are current and compatible with application certifications utilizing best practices and discretion ensuring all licensing requirements are satisfied. Analyzes and documents issues arising from operating system and layered product version upgrades collaborating with vendors and client’s leadership when deemed necessary.
Identifies opportunities to upgrade and improve service and coordinates such activities ensuring maximum system availability and integrity while minimizing user impact.
Collaborates with system administrators, database administrators, application support; designing hardware/software configuration to ensure maximum performance and reliability remaining compliant with vendor requirements.
Plans for recovery or fallback to prior versions in the instance of unforeseen issues or substantial delays in upgrade duration.
Develops training materials and/or trains application support staff on network changes and assists in the development of test plans that target operating system and layered product changes ensuring network integrity.
Plans and estimates system downtimes necessary to execute system upgrades taking into consideration all resources needed. Identifies alternative approaches to minimize system downtime.

• System performance
Utilizes effective and creative network performance management techniques to ensure optimal system performance. Identifies and resolves sub-optimal system performance challenges utilizing creative efforts, best judgment, and discretion. Designs action plans to address issue remediation and communicates plans to appropriate management and staff.
Documents cause and effect for anomalies and identifies preventive measures.
Proposes and implements creative solutions to operational and infrastructure issues with follow-through to resolution.

• System security
Ensures all systems are sufficiently secured to meet or exceed both application and organizational requirements. Monitor systems for integrity, identify system integrity issues and engage administrators, system programmers, application leads, and vendors to strategize and correct integrity issues.
Analyzes root cause and works to ensure preventive measures are implemented to avoid future integrity issues.
Participates in appropriate forums to ensure the implications of proposed operating system and infrastructure additions and modifications will have no adverse impact on system performance or availability.
Verifies all change management policies and procedures are adhered to for all changes that affect the network.
Abide to and enforce ISD policies for migrating changes to all test and production environments.

Education:
Bachelor’s Degree Computer Science, or related field Preferred, not required.

License and Certification Requirements:
Cisco Certified Network Associate (CCNA) certification

• Sharp’s Network Technical Services Group: Network engineers specializing in specific aspects of networking. Steve’s group focuses on network services telecom – voice over IP telecommunications.
• Company Type: Cisco shop.
• Position: Network Engineer with voice experience.
• Work Details:
o Remote Work: 70% remote. Must be available to go onsite at hospitals or facilities to troubleshoot and interact with customers directly.
o On-call Position: On call every 8-10 weeks for a week, available 24 hours from Thursday to Thursday. Most after-hours issues can be resolved remotely, but occasional onsite visits at 2 am may be required.
o Contract-to-Hire: 6-month contract with the intention of full-time employment afterward.
• Technical Skills:
o Cisco Call Manager (CUCM)
o CCNA certification required
o Aruba is a plus
• Projects:
o Initial familiarization with all sites in the county.
o Understand the Sharp enterprise and the support needed.
o Shadow an InSOC engineer to learn troubleshooting.
o Start with smaller projects and team up with an engineer.
o Customer Interaction: Frequent phone or face-to-face interaction with doctors, nurses, and admin staff.
o Larger Projects: Involved in designing new hospitals and facilities, including determining the number of phones needed.
